A lunar base "for all mankind" means the US are in charge and act as gate keepers.

For lunar exploration to really be "for all mankind" any missions to build bases should be truly international and include everyone on an equal footing.

This is not going to happen any time soon, though. But we are also quite far away from a situation where a country is even able to enforce any claims they might make (which remains to be seen) so this is largely FUD to increase budget.

I suspect that the very act of saying this only contributes to increasing the zero-sum space race mindset.
